The next nationwide survey of the homeless population will be on the night of Jan. 28-29, offering yet another possible marker on recent progress.“We know that combining permanent housing with a coordinated pipeline of supportive services is the best way to help people improve their lives and avoid future homelessness,” said Secretary of Health and Human Services Kathleen Sebelius in a recent speech.Despite the nationwide results, many cities with the worst homelessness are worried about the future. A December survey by the showed that homeless families with children were denied shelter this year in more than half of these cities bec {keyword} ause of inadequate capacity. The cities expect an increase in demand for shelter in 2013.When a good idea works in addressing a social ill, both liberals and conservatives can often rally around it. They did so on welfare reform in 1996 and again on the housing-first strategy. SAN JOSE, Costa Rica El Estado costarricense aceptó el fallo de la Corte Interamericana de Derechos Humanos que le exigió legalizar la fecundación in vitro, pero pidió tiempo para poder cumplir la sentencia.
Luego de un juicio que duró dos años, la Corte falló el jueves que el Estado había violado durante más de una década los derechos de las parejas que quisieron tener hijos utilizando esta técnica médica.

"El fallo de la Corte será acatado en todos sus extremos", afirmó el jueves el ministro de Comunicación del gobierno, Francisco Chacón, pero advirtió que regular y poner en práctica la fecundación in vitro no será un hecho inmediato debido a motivos técnicos y legales.
Los jueces solicitaron al país no sólo legalizar esta técnica e indemnizar a los demandantes sino también garantizar que el procedimiento médico sea gratuito en el seguro social, para que puedan acceder a él las personas de bajos recursos.
"La institución no está preparada en este momento para asumir una situación de este tipo y necesitamos tiempo para la compra del equipo requerido y para capacitar a los funcionarios", afirmó en un comunicado de prensa la presidenta ejecutiva de la Caja Costarricense del Seguro Social, Ileana Balmaceda.
Para la parte legal {keyword} el gobierno tendrá que enviar un proyecto de ley a la Asamblea Legislativa para reglamentar el acceso a fecundación in vitro. Fue en esa misma instancia legislativa donde varios intentos de legalizar la técnica fracasaron antes de que el caso se elevara al sistema de justicia interamericano.
Los hechos que generaron la demanda y posterior juicio se remontan al año 2000 cuando la Sala Constitucional declaró ilegal a la fecundación in vitro basándose en el argumento de la inviolabilidad de la vida desde la concepción, que fue desechado por los jueces durante el proceso. El caso arribó a la Corte Interamericana en 2010 luego de que la Comisión Interamericana de Derechos Humanos considerara que sí hubo violación de derechos humanos.
"Es una resolución tardía pero da un momento de alegría a muchas familias. Cuando la Sala Constitucional falló no tomó en cuenta a muchas familias, el Estado debe tomar la opinión y considerar la situación de las familias", afirmó Enrique Acuña, uno de los demandantes, al diario La Nación.
